06.3Regional & shared infrastructure

Capability lives in relationships.

A workshop, mill or laboratory is useful only when people, materials, maintenance, teaching, demand and access remain connected to it.

Map the whole operating system.

Regional capability mapping follows practitioners, trainees, facilities, specialist machinery, supply, maintenance knowledge, testing, logistics, producer groups, buyers and institutions. Losing one intermediate stage can strand every asset on either side of it.

Shared infrastructure should be supported for operation—not just capital purchase—including coordination, maintenance, teaching and productive use.
